In 1969, a branch of the University Library of Cluj-Napoca was opened in Sibiu, when the Faculty of History – Philology, a section of the “Babes – Bolyai” University, was established.
7 years later, the holdings of this library were transferred to the Institute of Higher Education in Sibiu and thus the Library Department, headed by Carmen Bokor, was born.

In 1990, the University of Sibiu was established, and this department was transformed into the University Library, formed by a team of 7 librarians (Carmen Bokor, Carmen Dicu, Silviu Agârbiceanu, Mariana Albu, Georgeta Florea, Simona Mihuleț and Adriana Pop).
The library started with 7 rooms where activities were carried out such as study in the reading room, processing and keeping records of publications, information and documentation, and which also served as a repository for books and periodicals.

From 1992 until 1996, the library was managed by lecturer Victor Domșa, head of service and coordinated by several prorectors, then it passed under the direct coordination of the rector.
The library operated in several locations: at the beginning in the Faculty of Letters and Arts on Victoriei Boulevard, then in a building of the Academy of Land Forces on Vasile Milea Boulevard.

The first branch of the new University Library was the Medical Library, inaugurated in 1992; it was followed by the British Library/British Studies Center, the first branch of the British Council in Romania, also opened in 1992; in 1993 the German Library/German Cultural and Dialogue Center, the French Library, the Law Faculty Library were inaugurated; in 1994 the Science Faculty Library, and in 1996 the American Library/American Studies Center. This was followed by the opening of several branches at the faculty sites, as well as at the headquarters, which were then incorporated into a larger building.

The library’s computerization began in 1992, with the introduction of publications from the open-shelf room – Medicine, into the CDS-ISIS database management program. Three years later, a Computer Department staff developed a library program called “Access for Windows,” which was first implemented at the American Library.

At the end of 1996, the head of service became dr.ing. Rodica M. Volovici, who has held the position of Director since 2000. A mandate with challenges, awards and successes that covered 22 years. The focus during these years was on the computerization of the library (in 1996, a local computer network consisting of an HP server and six HP Pentium I computers was set up through the Tempus university cooperation program) and the inclusion of all resources in an online catalogue (since 1998 the library has benefited from a computerized Catalogue, “Softlink – Alice for Windows”), the arrangement of a premises that would be suitable to the study needs of users, with free access to the bookshelf, self-loan and return stations, with resources suitable for all fields of study at ULBS.

Also during this period, the University Library has developed a constant and solid collaboration with the University of Marburg, Germany, since 2000, which has allowed the development of important projects.
The Library Catalogs Retroconversion Project, aimed at the retrospective cataloguing of the documents that made up the library’s holdings, was carried out over two years, 2004 – 2006, and resulted in the implementation of the Single Computerized Catalog.
The partners from the University of Marburg provided technical assistance for the organization and modern equipping of the new library headquarters at 2A Lucian Blaga St., financial support for the purchase and installation of the library computer system Softlink-Liberty5.

An important contribution to the Sibiu – Marburg collaboration was made by dipl.biol. Ralf Brugbauer, deputy director of the Marburg University Library, who was co-opted in 2006 in the working team of Prof. Dr. Werner Schaal, president of the Philipps University Marburg and honorary president of the “Lucian Blaga” University of Sibiu, and who made a constant effort for the success of the partnership.

In the period 2006-2009, Ralf Brugbauer contributed with his involvement, advice and continuous efforts to the planning and finalization of the new library building. The new building, with a usable area of 2,750 square meters on seven floors, was inaugurated on May 12, 2009, and was considered, at that time, one of the most modern infodocumentary institution buildings in Romania.

Ralf Brugbauer continues to provide support in the effective development of library standards and best practices, and in 2013, as Director of the Bayreuth University Library, he initiated the signing of the new partnership agreement between the two libraries.

The exchange relations between Marburg and Sibiu will continue under the leadership of Andrea Wolff-Wölk, who has been Director of the Marburg University Library since 2015, through exchanges of experience, training and professional development and the identification of joint project ideas.

From 2022, the management of the LBUS Library is taken over by Dr. Valer Simion Cosma, and the library enters a new process of transformation, reorganization and updating in line with the needs and expectations of users, by developing digital services and resources, redesigning the spaces, improving communication through online outreach but also by direct engagement in the library’s own space, so that the library is a hub of student life.
